Cedar is the Northwest classic: lower cost, real wood, needs cleaning and sealing to stay that way. Composite costs more up front and mostly just needs sweeping. Bids that price both give you the honest comparison in your own numbers.
Do decks need permits?
Many do, depending on height and attachment to the house, and railing rules kick in above certain heights. A good bid handles permitting rather than hoping nobody asks. If a bid seems cheap because it skips that, that is worth noticing.
