Do I need plans before I get framing bids?
For an addition or a garage, yes: a framer cannot price walls that are not drawn. For a deck or a simple interior wall, a sketch with dimensions is usually enough. Say what you have and bids will tell you if they need more.
Who buys the lumber?
Either. Some framers bid labor only and you buy the package; some bid materials and labor together. A bid should say which. Comparing a labor-only bid against a full one is the most common mistake.
Does framing need a permit?
Almost always, for anything structural. In Portland an addition, a garage, a load-bearing wall change, and most decks over a certain height need a building permit and inspections at framing stage. A licensed framer pulls it or works under the general contractor who does.
